The Philippines-US Healthcare Grant is set to provide up to US$600 million, approximately PHP 36.95 billion, to strengthen the country’s healthcare system. The non-repayable grant will support the Strategic Objective Agreement (SOAG) for Integrated and Sustainable Health Systems in the Philippines. The Department of Health (DOH) is expected to implement the initiative.
The agreement also seeks to improve coordination across health programs rather than treating each disease area separately. This integrated approach can help Philippine health authorities use resources and health services more effectively.
Philippines-US Healthcare Grant Targets Health System Resilience
The Philippines-US Healthcare Grant will focus on strengthening the country’s ability to detect health threats early, respond to outbreaks, and deliver services more effectively.
Under the agreement, the Philippines and the United States will work toward three major outcomes:
- Stronger disease surveillance, detection and outbreak response
- More integrated healthcare services across disease programs
- Greater domestic capacity to finance and manage the health sector
Philippines-US Health Cooperation Agreement Supports HIV, TB & Maternal Health
Along with the Philippines-US Healthcare Grant, another initiative, the Philippines-US Health Cooperation Agreement, was also finalized on July 22, 2026, which will also support several priority health programs, including:
- Human immunodeficiency virus (HIV)
- Tuberculosis (TB)
- Neglected tropical diseases (NTDs)
- Maternal, newborn and child health (MNCH)
This five-year agreement between the Philippines and the United States provides for jointly funded health investments of up to PHP 42 billion. The Philippines committed more than PHP 30 billion, while the U.S. planned to contribute more than PHP 11.8 billion over five years.
The U.S. Embassy said the joint investment is intended to save American and Filipino lives, increase the resilience of the Philippine health system through coordinated co-funding, and encourage innovations aimed at slowing the spread of infectious diseases such as TB and HIV.
U.S. Ambassador to the Philippines Lee Lipton welcomed the agreement and described it as an important step in strengthening the two countries’ health partnership. “Proud to sign this agreement, which will take our cooperation with the DOH to the NEXT LEVEL!”, He shared.
Six Decades of Philippines-US Health Cooperation
The latest Philippines-US Healthcare System Grant funding builds on more than six decades of health cooperation between the Philippines and the United States. The partnership has increasingly focused on strengthening public health systems and preparedness for both existing and emerging infectious diseases.
In September 2025, the United States said it planned to provide PHP 13.8 billion to help strengthen health management, healthcare services and disease response in the Philippines. The new US$600 million grant is a broader health-system initiative under the current Strategic Objective Agreement.
Philippine Finance Secretary Frederick D. Go described the investment as important to the country’s long-term health resilience. “Investing in healthcare is investing in our people, our productivity, and our future.”
